Luanda – At least 31,322 cadres, including public servants, administrative agents and workers from public and private companies, were trained, from February to November this year, by the School of Administration and Public Policies (ENAPP), the minister of Public Administration, Labour and Social Security, Teresa Rodrigues Dias, informed Thursday in Luanda.
She was speaking at the end of the 2024 training year, considering that the number represents the monitoring of an important goal in the sector with regard to staff training.
Minister Teresa Rodrigues announced that 164 municipal administrators and other Local Administration employees were trained, making a total of 382 across the country, in a partnership between the Ministry of Territorial Administration (MAT) and ENAPP.
Beneficiaries were taught about Introduction to Public Service for State Local Administration bodies, whose main objective was to develop the skills of municipal managers, providing them with theoretical and practical knowledge, which allows them to understand and act effectively, in the context of the new politico-dministrative division.
The minister said that, this year, one of ENAPP's commitments was to promote the revitalization of its six regional hubs and boost the training of Local Administration bodies.
To this end, on October 22nd of this year, a program began consisting of a series of seminar sessions and courses, all free of charge, and which is expected to be concluded soon.
During the training year of 2023, ENAPP carried out training actions that exceeded the government's forecast, reaching more than 23,000 trained staff, out of the 20,000 predicted, considering the target set by the government of 100,000 cadres, by the end of the mandate 2022-2027, which should train 20,000 per year.
On the other hand, she informed that the government decided to establish, for better operation of the Roadmap for State Reform, the Action Plan for this Reform, approved through Presidential Decree No. 166/24, of 18 July, where the ENAPP occupies an important space in the training of human capital in Public Administration.
The government official recalled that ENAPP, as a Government School, among other missions, currently ensures the management of Public Entrance Exams in the Central Public Administration, through the Single Recruitment Entity (ERU), proving to be one of the School's most demanding challenges.
In this sense, she revealed that the ERU opened 4 Public Competitions, which are ongoing, providing a total of 624 vacancies for entry into the most varied Public Administration bodies, namely the Ministry of Agriculture and Forestry, the Data Protection agency, the Private Investment and Export Promotion agency, as well as in the Forestry Development Institute.
Still on this matter, Teresa Rodrigues Dias guaranteed the continuity of work to overcome the constraints that exist in terms of the ERU's processes and procedures, in order to improve its performance.
On the occasion, the chairwoman of the ENAPP Board of Directors, Sandra Rodrigues Alves, reiterated the commitment to the government in being responsible for ensuring the implementation of the management instrument called “Angola Human Capital-2023/2035”, which aims, among others, to contribute to the growth and development of the country.
“Our commitment to the 2030 agenda is in relation to fourth, eighth and seventeenth sustainable development objectives, with regard to quality education, decent work for all, partnerships and means of implementation”, she emphasized.
The closing ceremony was attended by the secretary of State for Public Administration and Local Authorities, Amélia Varela, the secretary of State Fernando Manuel, the Ambassador of Kenya to Angola, Joyce Khasimwa M-Maits, directors and trainers of MAPTSS.
