Luanda - UNITA's parliamentary group advocated Tuesday in Luanda the need to reinforce the training and permanent capacity building of National Police officers.

At a press conference, the leader of UNITA's parliamentary group, Liberty Chiaka, said that in order to conform its actions to the Constitution and the law, in particular the principles of legality, proportionality, justice, good administration and accountability, the corporation needs to improve its working methods and better train its officers.

The parliamentarian also argued in favour of holding public managers accountable if they fail to render accounts on a regular and periodic basis.

He said that the UNITA parliamentary group would propose a revision of the General State Budget Law (OGE), the sustainability of public finances and a change in the deadlines for rendering accounts in the context of the General State Account (CGE).

Excessive pre-trial detention

The MP expressed concern about the excess of pre-trial detention in some of the country's prisons, pointing out that the majority of the criminal population in prisons and detention centres are citizens who have not yet been tried or whose sentences have not been finalised.

On that occasion, he revealed that there are 24,323 prisoners in the country, of whom 11,973 are on remand, 20 are under security measures and 12,330 have been sentenced.

He said that in the country's prisons there are more than 2,000 prisoners in excess of pre-trial detention, of which 1,756 are in the preparatory phase and 260 are in the judicial phase. DC/ART/DAN/DOJ
