Luanda – The main opposition party UNITA’s Parliamentary Group asked the National Assembly Speaker to remove from the agenda of Thursday's plenary session the point that will establish the new composition of the National Electoral Commission (CNE).
According to Liberty Chiyaka, at a press conference, on Tuesday, in Luanda, the largest opposition party intends that with this withdrawal, the point will be discussed again in the specialty in order to reach a consensus for a final global vote.
He argued that when the diploma was approved, in the specialty, last week, UNITA abandoned the meeting at the time of voting due to lack of unanimity.
Liberty Chiyaka justified the attitude with the legal and technical foundations of the Organic Law on the Organization and Functioning of the CNE, namely in article-21, number 1.
According to the deputy, it establishes that “the members of the CNE are entities designated by the parliament (AN), by an absolute majority of the deputies in full office, on the proposal of political parties and coalitions of political parties with parliamentary seats”.
He added that the clause confirms that “the number of CNE members, proposed by political parties or coalitions of political parties with parliamentary seats, is pointed by AN Resolution, at the end of the term, in accordance with the composition of the current parliament and obeys the principles of the majority and respect for parliamentary minorities”.
The National Assembly (AN) will hold on Thursday, October 31st, the 1st Extraordinary Plenary Meeting of the 3rd Legislative Session of the V Legislature.
For the plenary, among other points, highlight goes onto the Discussion and Voting on the Legislative Authorization Bill that authorizes the President of the Republic, as Holder of the Executive Power, to legislate on the definition of the Regime Applicable to Price Regulation, as well as the Draft Resolution approving the Adjustment of the Composition of the National Electoral Commission.
