Luanda - The DRC and Rwanda reached an agreement on Saturday on the activities and responsibilities contained in the Harmonised Plan for the Neutralisation of the Democratic Forces for the Liberation of Rwanda (FDLR) and their disengagement.

The agreement is the result of a ministerial meeting held in Luanda between the two countries, facilitated by Angola.

To this end, the parties mandated experts to draw up a detailed plan for the implementation of the Harmonised Plan, the report of which should be analysed at the next ministerial meeting on a date to be agreed.

The delegations were led by Thérèse Kayikwamba Wagner, Minister of State, Foreign Affairs, International Cooperation and Francophonie of the DRC, by Olivier Nduhungirehe, Minister of Foreign Affairs and International Cooperation of Rwanda, and by Téte António, Angolan Minister of Foreign Affairs.

During the meeting, the ministers reviewed the latest developments since their last ministerial session on 14 September 2024, and urged the parties to the conflict to respect the ceasefire of 4 August this year.

Finally, the ministers also agreed to continue working on the outstanding security issues contained in the Draft Peace Agreement proposed by the facilitator. Angola, Rwanda and the Democratic Republic of the Congo have made significant and coordinated efforts to find a definitive security and peace solution in the eastern DRC.

 Angola, as mediator, has played a key role in facilitating political and diplomatic dialogue between Rwanda and the DRC, aiming at the stabilisation of this volatile region of the Great Lakes.
