Draft Law on local power passes in specialty at parliament

Luanda – The members of the specialized working committees of the National Assembly approved on Monday the Draft Law on the Regime and Forms of Acts of the Local Authority.

 

 

The draft law aims to define the regime, form, and structure of local authority acts, thus filling the gap that currently exists in the legal system in this area.

The legislative initiative aims to establish the external form of the acts, structure, and publication, as well as the models of the forms to be used by the local authorities.

It also intends to set up the model forms to be used by the local authority's deliberative and executive bodies, namely, the local authority's assembly, the municipal council, and the mayor.

The implementation of local government in Angola is a reality that will significantly change the configuration of public administration, as other autonomous bodies emerge at the level of local communities with their own powers defined by law.

During the discussion, the MP of the ruling MPLA Ovídio Pahula, considered fundamental the implementation of the municipal legislative package to regulate the execution of tasks of the local entities.

The first vice-president of UNITA's parliamentary group, Maurílio Luiele, stressed the importance of the debate, adding that at this time he would like to see the law that institutionalizes local authorities also discussed.

Civil Identification

On the other hand, the Secretary of State for Justice and Human Rights, Orlando Fernandes, delivered to the specialized working committees of the National Assembly proposals for a Law on the Legal Regime of Civil Identification, Issuance of National Identity Card.

 According to him, one of the proposals of the portfolio considers the issuance of this document to 4 million citizens who do not have an identity card.
