Huambo- The "Njila" project is one of the means of making public finance reforms and the modernization of municipal administrations viable, the Secretary of State for Territorial Administration, Teresa Quivienguele, said on Tuesday in Huambo province.

The official made the statement at the presentation of the "Njila" project in the provinces of Bié and Huambo, as part of the implementation of competent, neighborhood-based local governance that promotes citizenship and sustainable land management.

 Teresa Quivienguele said the project is one of the strategic tools defined by the Angolan government to contribute to the materialization of the Municipal Master Plan (PDM) 2023/2027, related to the public administration capacity building, decentralization and administrative program underway in the country.

According to the official, the aim of this project is to better serve the citizen, as it is intended to promote more efficient and sustainable management of municipal districts by strengthening the competences of municipal public management bodies.  

The project also aims to train staff in public finance management, drawing up and implementing municipal master plans, improving the provision of public services and promoting the social and economic growth of the communities in the 58 municipalities covered by the project.

Njila is a government project designed to strengthen governance in order to improve the provision of services, with an estimated investment of 250 million US dollars over five years, in an agreement signed by the Angolan government and the World Bank.

The project will operate in the provinces of Benguela, Bié, Cuanza-Sul, Cunene, Huambo, Huíla, Luanda and Uige, in a total of 58 municipalities to increase the reliability of tax transfers and the coverage of birth registration services as well as the issuing of identity cards.
