Huambo - The provincial government of Huambo on Wednesday approved a programme to reorganise commerce and the provision of commercial services in order to curb littering, public disorder and road traffic problems in the urban area.

The initiative, considered during the 7th ordinary session of the local government, led by the provincial governor, Pereira Alfredo, also aims to curb risks to public health, tax evasion, disorderly sales on the streets and pavements and other harmful actions.

Speaking to the press, the director of Huambo province's Economic and Integrated Development office, Manuel Vitongue, said that there are activities that are unfortunately destabilising the city, especially the transformation of homes and garages into commercial establishments and churches.

He said that the government's programme aims to improve the way in which various services are provided within the framework of the law, without the need to destroy the charm of urban areas, as well as avoiding noise pollution in buildings.

He said that some infrastructure and commercial areas had already been identified in the peripheral neighbourhoods and their surroundings, for the transfer of economic agents and other services carried out in inappropriate urban locations, such as wholesale trade.

He called on economic agents to formalise their activities with the municipal administrations, which in turn will indicate the appropriate places for trade to take place.

Revenue collection

Last August, Huambo province collected 222 million kwanzas, 26 per cent of which was collected by municipal administrations and the rest by higher education institutions, provincial offices, hospitals and government departments, said the local Finance delegate, João Bastos.

Speaking to the press at the end of the 7th ordinary session of the local government, he said that the collection of revenue is proceeding normally, through the Community Portal, the provincial directorates and other services that can be used for this purpose.

Talking about the survey and legal regulation of state property in Huambo province, he said that 1,222 properties have been catalogued in the 11 municipalities, of which only 300 have already been registered and regularised, due to some bureaucracy in the related sectors, which is being dealt with promptly.

The 7th ordinary session of the Huambo provincial government also covered, among other topics, ‘Projects and actions of the integrated programme to combat poverty’, ‘Strategy for managing human resources in secondary schools’, ‘Monkey pox contingency plan’ and ‘Green Caála project’.
