National Assembly to vote on 2023 State Budget on 13 January

Luanda – The Draft State Budget (OGE) for 2023 will be discussed and voted on in the 3rd Extraordinary Plenary Meeting of the National Assembly (AN), scheduled for 13 January.

The information was made available to the press by the 4th Secretary of the National Assembly, Rosa Branca, at the end of the Parliamentary Leaders Conference headed by the Speaker of the Parliament, Carolina Cerqueira.

 

 

Due to the holding of the last elections (August 2022), in accordance with the Law 24/12 of 22 August, the elected Head of the Executive Power, should submit to the National Assembly the final draft of the OGE, for the following year, by 15 December, as was the case.

 

The Draft State Budget for 2023, with expenditures and revenues estimated at 20.1 trillion kwanzas, was delivered by the government to parliament on 9 December 2022.

 

The minister of State for Economic Coordination, Manuel Nunes Júnior, who delivered the document, said at the time that the Draft State Budget for 2023 would fundamentally comply with two specific objectives which are “the continued economic growth of the country and the pursuit of prudent budget management”.

 

The proposal, which prioritises the social sector with a weight on total OGE expenditure of 23.9%, estimates a reference price of US$75 per barrel of oil and average oil production of 1.18 million barrels daily.

 

 

Budget Execution Reports

 

The Plenary Session of the AN, which includes all deputies in full exercise of their duties, on the 12th of this month, will discuss and vote on the draft resolutions on the execution reports of the State Budget for the 1st and 2nd Quarters of 2022.

 

During the 2nd Extraordinary Plenary Meeting of the 1st Legislative Session of the 5th Legislature, the discussion and vote on the draft resolution for the replacement of a judge of the Constitutional Court, appointed by the National Assembly, is also scheduled.

 

Out of 220 MPs, 124 are from the MPLA and 90 from UNITA, while PRS, FNLA and PHA have two each and all of them were elected in the 24 August 2022 elections.
