Luanda - The draft-law on the General Coffer of the Courts on Thursday, was approved by the MPs in the special debate with 31 votes in favor, 21 abstentions and zero against.
The legislative initiative of the Head of the State aims to institutionalize the General Coffer of the Courts and approve its organization and functioning regime, form and extent of revenue, as well as the structure of the respective services.
The document also aims to solidify the financial autonomy of the courts of common jurisdiction and the Attorney General's Office, as well as to carry out a parsimonious management of its own revenues and guarantee the improvement of working conditions.
On the other hand, the deputies also approved the Joint Opinion Report of the draft law that amends Law No. 14-A/96 of May, General Electricity Law, with 24 votes in favor, 15 abstentions and zero against.
The legislative initiative aims at the need to adapt the electrical network energy transmission activity to the State's reserve regime, in order to allow its exercise under a public service concession regime by legal entities governed by private law.
According to MP Eva Costa, the transport of electrical energy still constitutes one of the country's biggest challenges, with the participation of the private sector in the field of activity being considered fundamental and opportune.
She adds that in this context, one must also take into account the need for greater investments, its rapid growth, expansion of electrical energy flow and distribution capacities in the context of the country's total electrification, which is around 44%, and the interconnection with neighboring countries, such as the Democratic Republic of Congo (DRC), Namibia and Zambia, within the framework of international electricity trade.
During the sessions, draft law on the Ombuds Office were also considered, as well as the Law on Designation and Execution of International Legal Acts.
Regarding the Law on the Ombuds Office, the initiative of the President of the Republic, was approved with 26 in favor, none against and eight (8) abstentions, aims to proceed with the conformation of the organic and functional framework, given the need to adapt to the provisions of the Constitution of the Republic.
It also aims to introduce changes regarding the redefinition of support services for the Ombudsman, proposing the creation of new offices, directorates and its own remuneration status, subsidiarily to the public service regime and entities of a procedural and inspection nature.
However, the Law on Designation and Execution of International Legal Acts aims to overcome the vulnerabilities presented at the level of the mutual conformity assessment report of the National System for Preventing and Combating Money Laundering, Financing of Terrorism and the Proliferation of Weapons of Mass Destruction .
