Upgrading of former Parliament building costs USD 85 million

Luanda - The renovation and refurbishment of the former headquarters of the National Assembly (Angolan parliament) will cost USD 85 million.

For this purpose, the President of the Republic, in an order published in the Official Gazette on 4 November, authorised the expenditure and formalised the opening of a simplified contracting procedure for the award of contracts.

The works aim to transform the infrastructure into the Music and Theatre Palace, with a view to providing a social and cultural use to the former seat of the Angolan Parliament.

In the same order, the Head of the Executive delegated powers to the Ministry of Culture, Tourism and Environment (with the power to sub-delegate) to approve the tender documents and check the validity and legitimacy of all acts carried out within the scope of the procedure for signing the contracts.

The reconversion of the space was decided in 2017, two years after it was stripped of its functions as House of Laws.

The building was erected in colonial times, when it functioned as cinema-theatre restaurant and, after the proclamation of National Independence, on 11 November 1975, became the Congress Palace and seat of the National Assembly (Angolan Parliament).

Built more than 60 years ago, the facilities were designed by the architect brothers João Garcia de Castilho and Luís Garcia de Castilho.
