Court of Audits reinforces public resources scrutiny

Luanda - The Court of Audits (TC) Chairman, Sebastião Gunza, highlighted on Wednesday, in Luanda, the reinforcement of the scrutiny of public funds as one of the institution's challenges in achieving the common good.

When speaking at the court's 2nd Technical-Scientific Day, the official highlighted that the proper execution of public funds requires a credible control system, based on transparency and effectiveness, in order to prevent mismanagement, fraud and corruption.

He said that the institution will continue to invest in rigorous planning, management efficiency, management risk prevention, internal control, as well as complete monitoring and supervision.

Sebastião Gunza stressed that external control of public finances went beyond the limits of formal verification of accounting records and began to examine the legitimacy of the application of public resources.

On the other hand, the TC head highlighted the importante role of this justice body in preserving and strengthening the Democratic State and the Rule of Law.

“When audit the accounts, the Court of Audits assesses the legality and regularity of the exercise of financial activity and verifies whether the contracting conditions for the State are the most advantageous, taking into account the moment in which this contracting occurred”, he said.

In this context, he said, the institution acts as a “guarantor” of successful public policies, in line with the constitutional principle of pursuing the public interest and accountability, both for expenses and the resources' good application.

The Technical-Scientific Day of the Court of Audits is scheduled to end on Thursday (28) and will include the participation of foreign guests, with emphasis on the Head of the African Organization of Courts of Accounts (AFROSAI-E), Meisie Nkau, and Similar Institutions.

There are also representatives of higher institutions from Portugal, Brazil, Mozambique, Cabo Verde and São Tomé & Príncipe, as well as magistrates, academics, public managers and members of professional associations.

The event takes place under the motto “Challenges of external control of public finances: The role of higher control institutions in the future”, and addresses, among others, topics such as “the relevance of the jurisdictional function of the courts of auditors as a way of achieving justice” and “perspectives new trends in external control of public finances”.

Issues linked to the role of civil society in strengthening control of public finances, constitutional and legal structuring of audit courts as a guarantee of financial jurisdiction are also being assessed at the meeting.

The Court of Auditors is the highest body for monitoring the legality of public finances and audits the accounts that the law addresses to its jurisdiction.
